How do you choose between a cheap college and a good college?

I live in New York City and a city college is about a few thousand a semester. Fordham is a very good private school but it's 40,000 a year and I only received 19,000 in aid. I don't want to be in a lot of debt by the time I graduate, but I don't know how to choose. Help :(
