Droid X2 making dial sounds during activation?

Just got a Droid X2 as a replacement for my Droid X that fell in a pool. I turned on the Droid X2 and started the activation call, but then it started beeping like it was dialing. The phone can't activate because it can't complete the call. Is there any other way to activate the phone?
